The Tahoe Donner Association is requesting approval of a Development Permit, Use Permit and Minor Use Permit to make improvements at the existing Tahoe Donner Cross Country Ski and Equestrian Center. The applicant is proposing demolition of the existing building and construction of a new 10,220 square foot cross country ski center. In addition to construction of the new, two story building, the on-site parking areas will be reconstructed. A total of 88 on-site parking spaces are proposed, with access off of Alder Creek Road. The new building will be located in roughly the same location as the existing cross country ski and equestrian center.

The Tahoe Donner Association has filed an appeal to the Town Council, appealing the Planning Commission’s denial of the Marina Improvement Project on August 20, 2013. The appeal was scheduled to be heard at the Town Council hearing on September 24, 2013, but was continued at the request of the applicant. A new hearing date has not been scheduled.

The Tahoe Donner Association is proposing a series of improvements to the Donner Lake Marina, including grading and terracing for new walkways, conversion of the existing snack bar lawn area into an outdoor dining patio and an enhanced picnic/lawn area. In addition to these improvements, the Association is also proposing the following:
• Installation of new exterior lighting, including pole-mounted light fixtures
• Removal of 20 Jeffrey Pine trees greater than 6 inches diameter at breast height
• Planting of 20 new Jeffrey Pine trees as part of overall landscape plan
• Installation of 2, 4-6’ tall rockery retaining walls adjacent to the beach on the western side of the property
• Outdoor dining in new patio area
• 600 cubic yards of cut and 250 cubic yards of fill
• Total of 350 cubic yards of soil exported off site
In accordance with the California Environmental Quality Act, Town staff prepared a public draft Initial Study/Mitigated Negative Declaration to address environmental impacts associated with the proposed project. Planning Commission Review
The Town of Truckee Planning Commission considered both the proposed Marina Improvement Project and the draft Initial Study/Mitigated Negative Declaration at the hearing on April 16, 2013. The hearing was continued and has been rescheduled for August 20, 2013.

In September 2012, the Tahoe Donner Association Marina Facility Improvement Project was scheduled for review by the Town of Truckee Planning Commission. Prior to the hearing, the Tahoe Donner Association (Association) requested a continuance of the meeting to provide the Association additional time to respond to public comments received on the project. In February 2013, the Association re-submitted a revised project, with updated site, grading, landscaping and lighting plans.
The Tahoe Donner Association is requesting approval of a Project Amendment, Development Permit and Use Permit to make improvements to the Donner Lake Marina Facility on Donner Pass Road. The improvements include grading and terracing for new walkways, sitting areas and beach areas and new rockery walls. The sloped area directly south of the existing snack bar is proposed to be graded for the purposes of installing an outdoor dining area/patio. New lighting and landscaping is also proposed. Approximately 600 cubic yards of cut and 250 cubic yards of fill is proposed; a total of 350 cubic yards will be exported. A total of 20 trees six inches diameter at breast height are proposed to be removed. A Project Amendment is needed to permit the proposed improvements and amend the underlying Use Permit for the Marina Facility. Development Permit approval is also needed to allow for cumulative disturbance of over 26,000 square feet within the property. Use Permit approval is needed to allow disturbance of slopes greater than 20 percent.
Town staff is in the process of reviewing the application re-submittal and is preparing an Initial Study/Mitigated Negative Declaration in response to environmental impacts associated with the proposed project. Pursuant to the CEQA Guidelines, this document will be publicly available 30 days prior to the Planning Commission public hearing.

Tahoe Donner Trail Project
The Tahoe Donner Trail is proposed to connect Northwoods Boulevard near Coyote Moon Golf Course to Downtown Truckee at Bridge Street just north of Highway 80. The proposed trail is a 10-foot-wide paved Class 1 trail along the future alignment of the 3rd Tahoe Donner Connector and along portions of Trout Creek. The trail is approximately 7,900 feel long. While future trail sections within Tahoe Donner are described in the Town’s Trails and Bikeways Master Plan, this is the only section being considered at this time.

Tahoe Donner Lodge Expansion Project
The Tahoe Donner Association is requesting approval of a Project Amendment, Use Permit and Planned Development to make improvements to the Tahoe Donner Lodge, including the following:
• The Grotto: Construction of a new 355 square foot covered outdoor bar, new 2,059 square foot outdoor dining area, fire pits and landscaping.
• The Pub’s existing deck: Construction of a new roof over the existing 1,111 square foot deck. The roof is proposed to be extended over the existing deck and a removable windscreen installed over a new half wall along the current railing.
• The Pub’s new deck: Construction of a new 1,152 square foot deck planned beyond the limits of the existing Pub deck is proposed to provide additional seating.
• Expansion of the Golf Pro Shop: Construction of a 564 square foot addition to the golf pro shop to allow for additional retail area.
• Expansion of Snack Bar: Construction of a 119 square foot addition to the existing snack bar.
Town staff has reviewed the application and has forwarded it to the Planning Commission for their consideration. The Planning Commission meeting date has been scheduled for October 16, 2012, at 6:00 PM in the Council Chambers at Truckee Town Hall.
